Job Title: Program Manager

Summary - This is a contingent opportunity and would begin work upon award

US Navy and Marine Corps Reservists returning from deployments face unique challenges that can cause increased stress in their lives and exacerbate deployment stress injuries such as Post-traumatic Stress Disorder (PTSD) or Traumatic Brain Injury (TBI). The Department of Navy Bureau of Medicine and Surgery’s (BUMED) Psychological Health Outreach Program (PHOP) provides support for US Navy and US Marine Corps Reservists by 1) creating a Psychological Health (PH) “safety net” for Reservists and their families, who are at risk for not having stress injuries identified and treated in an expeditious manner; 2) to improve the overall PH of Reservists and their families; and 3) to identify long-term strategies to improve PH support services for Reservists and their families.

Essential Duties and Responsibilities:

  • Responsible for providing day-to-day support of the PHOP contract.

  • Serves as the Government interface and customer relations manager.

  • Develops and/or reviews assigned program processes, procedures, and artifacts to ensure satisfaction of content requirements and adherence to necessary and appropriate organizational guidelines.

  • Ensures that all efforts are performed and managed in a skillful, efficient and professional manner, work is appropriately planned and scheduled, the required levels of performance and quality standards are established, monitored and maintained; and that status, progress and concerns are reported in a comprehensive and timely manner.

  • Monitors, tracks and reports organizational and/or program trends within the PHOP program.

  • Ensures credentialed and licensed providers maintain licensure and certification.

  • Recommends improvements to correct deficiencies.

  • Travels up to 20% of the time to conduct quality assurance checks.

  • Other duties as assigned.

Supervisory Responsibilities

Responsible for the overall direction, coordination, and evaluation of the contract activities. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience Qualifications:

  • Master’s level degree from an accredited academic institution in business/program management, social services, human resources, leadership, or a related field

  • 10+ years relevant experience managing, staffing, overseeing, and completing large-scale Government projects of similar work such as family services facilitation, and a demonstrated knowledge of support and sustainment-related operations.

  • Experience providing educational briefings and presentations to small and large audiences.

  • Possess a thorough knowledge of the military organizational structure, mission objectives, function, procedures, regulations, and policy pertaining to the Department of Defense.

  • Ability to effectively interface and communicate with civilian and military personnel at all levels.

  • US Citizen

  • Valid passport

  • Ability to obtain and maintain a Secret Clearance

  • Must pass a pre-employment background check.

Preferred Qualifications

  • Previous experience working with military personnel, Reservists, and their families.

  • Previous experience working with the PHOP or similar contract.

  • Project Management Professional (PMP) Certification

  • Professional experience in domestic violence or child abuse

Other Skills and Abilities

  • All positions on this contract require a favorably adjudicated Government Background Investigation

  • Must be U.S. citizen and speak fluent English.

Physical Demands: Works in office areas. Sits, stands, bends, lifts, and moves intermittently during working hours. Uses a personal computer, telephones, copiers, printers, and other office equipment. The employee must occasionally lift and/or move up to 10 pounds.

Pay Range: $90,000 - $150,000
